Its the job of the government of the day to formulate policies, present the Bill for discussion, and then for Parliament to vote on it.
Sylvia and gang only comes in during the discussion part.
She don't have to make any policies, and she can question why the government isn't making any on matters concerning the people. And the government has to come up with an acceptable answer.
