Singapore's army was built by commanding officers from the Israeli Defence Force and the Israelis left back for their own country.
The late Mr Albert Winsemius, a dutch economist, was handpicked by the United Nations to assess the potential of Singapore for industrialisation. He played an advisory role to the PAP and he is known as the father of Jurong. Not only that , he provided economic advice on public housing and other policies. He left a huge contribution to Singapore and I don't think he took a multimillion dollar handshake. He died in his home country after a long contribution to Singapore (to 1980s).
So yes, with the PAP's foreign talent policy, an alternate government can also do the same thing. Get good consultants on the basis of their experience or headhunt the ones used by international authorities.

Seriously if you mention foreign help, yeah the early days help was sought from Israel, Japan.

Yes but in the old days, Changi Airport was the pride and joy .....plus the old guards were working for the interest of the people.
The early days, the foreign talents didn't waste space or took jobs. They created the jobs.
Seriously lots of things was boleh in e past because the old guards were responsive and willing to learn from others.
I still remembered the MRT underground station doors was Asia's first after seeing the problem faced in HK & London. Hong Kong soon followed in 2000.
What I'm trying to put is, to survive we've to learn from others.. Look at how they do things, think can we improvise to our own needs.
It is ok not to have any track record but willing to learn and able to tke hardship.
Everybody born with no experience. We learn from others to improve ourselves.
I think even the simple bus/ MRT farecard, that time Asia didn't had a hybird card for bus and train. Idea came from Europe and SBS wanted to automate fare collection to cut manpower.
SBS first bought it in 1985 for trial (There was in fact 2 prototypes before the actual one). Hong Kong had theirs only in 2000.
Next time, no ezlink card. All use thumb to tap in and out.
My purpose here is to just make people think:
Is it better to have someone without a track record but wants to work for the betterment of Singapore for its people?
I would think stagnancy in the political system is like stagnant water which just breed more mosquitoes....and since Singapore is a dengue endemic area ...you all know the consequences of leaving stagnant water in pots for too long. You need an occasional fogging service.

Public tpt has ppl wanting to nationalise bus co (eh, now e new bus int not properly built, ask govt to run it day to day?), give SBS $500m to buy buses (They've e means to finance it themselves), immediately improvement to MRT crowdedness (eh, buy a train takes 2 years to arrive, 22 any case are arriving).
End of e day I've tis to say, everyone is going to work to school at same time .
I still dun understand which scholar suggested starting school later. Ends up bet 0700 - 0730 buses are pretty packed w/ both students n working crowd.

My view for this issue is that is it better to have pple without any track record to blend in with the experience staff. They (without any track record) might think something out of box and might be able to have a good ideas and good implementation and vision for the people.

We would assume that in all meritocractic principle that the public service have experienced staff which can provide advice, after all taxpayers funded the brightest kids for overseas studies in order for them to return and serve . Furthermore , advice can come from other sources (international/regional etc) to minimise any potential bias and the decision makers can weigh one against the other .
New blood with different ideas are needed, not the damn foreign talent or whatever. A political scene is like a book. If you get the same authors , they can't see past their ideas at all . Only others will.

Yes we do have scholarship, president scholars...all those bright students and future leaders. But we also not not neglect the other group of children (average children). They can become a future leaders too.
They should review that not only brightest kids get scholarship, they should also give the opportunities to the average children.
I have a friend, now already 50 yr old, retired. Dont need to work. Suspect saving over $6 mil. He only has psle cert.

Government can't make mistakes ....so those are the best of your flock. Trust me on that , after all they are selected for 'leadership' based on A level results and some activities, and the rest of non-scholar holders are not meant for leadership ;) . Oh yes, I know that tune.
An alternative government can break their bonds for poor performance, make them pay it back (I am sure a few can afford upfront repayment) , use the money and train the Singaporeans with potential who want to serve their country ,and give those jobs to someone who will perform for the country.

It is time to review their mindset of picking the best workers to work for them and not looking at their A, Poly, U and Cca, thus they are missing out those better than the scholars if they keep out non scholars holders.
