Mr Tan told reporters on Saturday during a walkabout in Toa Payoh, that he has found all six members required for the team and is simply waiting for the party to give him the go ahead.
He said he would soon put up a proposal to the party's central executive committee.
Thus far, the party has not conducted any walkabouts in the constituency that is helmed by Prime Minister Lee Hsien Loong.
Mr Tan stressed that the party's main priority is still Bishan-Toa Payoh GRC, where SPP leader and opposition veteran Chiam See Tong will anchor a five-man team in the coming General Election.
