no life-vests for dragon-boaters in TV trailers??

  was watching the youth olympics trailers on TV, and noticed that the dragon boat paddlers aren't wearing life-vests..
  
  I thought someone mentioned that once in sg, you have to wear life-vests if you doing dragon-boating...
  
  maybe, I am wrong, anyone with better eyes to confirm?
