Home-grown player or not, why should Arsenal field english players just for the sake of doing it? Walcott, Gibbs and Hoyte are just not that good yet, and English players are overpriced, overpaid and over-rated.
If anything, it is the greed of everyone involved in the EPL that is causing the decline of quality in the English national team. Everyone is afraid of failure, everyone signs the best players and cheapest around, hence no one wanna give young english players a chance of the day. Blame Wenger alone? Why not blame everyone, and yes, that includes Ferguson too. -

Look at Man Utd's youth policy. Interesting bit is 80-90% are of English/ British talent in the region. I think Ferguson firmly believes in the British roots and is willing to compromise players with greater talent outside the region.
I think the league needs to know what it is after. Either entertainment and revenue, or boosting the quality of the national team. No doubt, if this rule comes into place, the English team will benefit greatly, but will also compromise the entertainment value of the league. -
