I think the best policy/tactics in EPL is Rafa's Rotation Policy!!
The players also rotate until confused already, and don't know what to do, and then play like sh!t!
No doubt, this is the best! -

rotation only works when your players are hungry and fighting to be rotated to be in first 11. Only those players who perform well at training etc will be selected for match.
If you already know you will be rotated like in the case of liverpool, you wont work as hard as it is going to be your turn another time anyway. -

Rafa put his strongest side possible out but lost
it is the attacking style / pattern of rafa that cause the lost not the rotation policy -
Rotation Policy will work if you already have a fixed 11 1st team players that can gel.
Ah Ben's problem is that he assume that whatever players he deployed will fill in the gap with the players that is being replaced. (I think he played too much chess)
The loophole of the Liverpool rotation policy is that not all the players are used to the EPL styles and different players can peak or leak at their form throughout the season.
The problem with Liverpool is that we have a improved squad that is not clicking as a team as they dun have any time to gel.
Playing better does not mean that you will retain your 1st team position and that is a major damper for striker like Robo who need lots of game to get his instinct back.
For the Champion League issue that Liverpool is facing now, Ah Ben have to bear all the responsibility for seriously underestimating his french and turkey opponents or should I say, he may be too proud to be bothered with them.
Therefore, I do stand by the rotation policy as the best policy.
And I am glad that Ah Ben have definitely presented all the possible consequences and effects of the rotation policy if you do not adhere the basic rules.

actually liverpool fans should be more worried about liverpool attacking style of play instead of his rotational policy
the attack look quite toothless nowdays and often out of clue then start to pump in meaingless crosses
if Rafa benitez want the wingers to pump in Crosses after crosses may as well put Peter Crouch -
Attacking style? Liberpoor got attacking style meh? I only saw them (especially Steven Gerald) keep whacking long balls, and hope that the strikers will pick up and scoring goals, but apparently this tactics sometime won't work, especially when Torres was injured, other strikers slow like Mr. Bean.
Mr Ben bought so many strikers or forwards, but at the end, playing all of them as midfielders, poor poor thing.
