Arsenal could be hit by a points deduction over a dispute with the Belarus FA.
The Sun says the Belarus FA want FIFA to dock points from the Gunners for failing to compensate Hleb's first club Dinamo Minsk.
They claim the club still have not received their share of the transfer fee when Hleb, 25, moved from Stuttgart two years ago.
The player spent most of his teenage years at Minsk and the club insist they are due around £200,000 for their part in his development.
Academy chief Valentin Domashevich insists Arsenal have so far ignored numerous written requests for the cash.
He said: "We still haven't received any of the money.
"Arsenal, were supposed to transfer the money by December 27 last year, but they haven't done it.
"I'm getting sick of talking about this. For some reason, nobody seems to doubt the sense of duty and decency of the English."
FIFA are due to sit on the case later this month but an Arsenal spokesman said last night: "There's no question of us deliberately holding back payment.
"We have had no communication whatsoever from Dinamo Minsk.
"If they call us and supply their bank account details the money will be paid, it is as simple as that."

Platini can only take that action if English FA are agreeable to it. But then again, they might threaten to throw England out of Euro 08 if the English refuse to do anything.
