Malaysian Best was probably the late Moktar Dahari who brought nightmares to Singapore Malaysia cup campaign in the 70s.He scored a superb goal from about 30 yard against England in a friendly match.At that time the keeper was Gary Baily and this story made news in Shoot Magazine.

I wasn't even born at that time but Singaporean soccer fan would surely heard of the Malaysia Cup days.
Best player now? Lionel Lewis. He single-handedly kept opponents at bay when his defenders are all not doing their jobs. Alam Shah is second best while Indra is third in my opinion.
I can also name u the worst - Precious. He shows no skills besides his physical frame to bump off opponents, resulting in numerous fouls and yellow cards.

The best game I ever saw at Kallang as a small boy was when Singapore bravely took on the Asian Champions Iran in the 70s.Iran 4 SIngapore 0 cuz it could have easily been 15-0 that night.
