should we have a FA cup system for Euro teams?
Like the lower rungs play 1st, and then the seeded teams come in after the 3rd round, so that the better teams are involved later, and we as spectators get to watch much closer matches?
and this ensure all the better team players play only what's required, and we won't see a lop-sided match like a 6-1 and worse, our favourite club players coming back injured.

The biggest consideration would be TV revenue....no telecast = no revenue, I don't think the UEFA wants that.
Secondly, having the seeded format will mean not providing the weaker teams a shot at creating an upset against the seeded teams. I mean Andorra will always be playing against Faroe Islands, and Litchenstein will play against Luxembourg, etc. Its not good as a whole to promote the soccer level of these countries.
Besides, seeded teams like England & Italy will want to play against lower tiered teams to "rack up" neccessary points.
Already the current system ensures that when the competition proper begins, the teams are more or less evenly matched.
