Arsenal go for young unknown player.
Chelsea buy big star and English player, but lately also look for unknown player.

to be fair,each team rely on their scouting network on "good" players, but when they come to UK, the weather, environment sometimes just don't fit and they can't perform.
to date, I applaud ArseneWenger for the best manager in converting players into GEMs, like Henry and Vieira. -
