No point getting the most exciting league, but you are parading other countries' talent. what about home-grown?
if you have no choice but to invest more, the quality of homegrown will be better and in future, your whole league would benefit and your country team as well.
For me, yes, it brings more money, but I still have to take care of future generations of my country. If we simply go foreign like Arsenal, would we see another Scholes, Beckham, Rooney, Gazza, Charltons?? or even a major trophy?
English FA must know that local fans are loyal, and they would support their clubs, and even more, if they know the team is made up of local homegrown.
And yes, quality would suffer but it would pick up, and the benefits are superb.

it kinda of help teams like arsenal to cover it up the quota since this english players are playing week in week out

arsenal had Ashely Cole , Sol Campbell , Hoyte and Walcott
but cole and campbell left so left only non 1st team hoyte and walcott
