these are 2 separate independent systems, and high traffic on one doesn't mean high traffic on the other.
and fiber is suppose to be much much much faster than normal land line connections.
those who are on slow subscription plan are still using the normal land lines, and will not be affected when "alot of users on fibre"
I'm not saying from Home to ISP since its dedicated either way.
But, its dedicated until the ISP only, once you cross the ISP, both lines will still join together.

Is your 12mbps from speedtest's test? the router usually reports bandwidth wrongly.

I think you have gotten it wrong.
All Internet connections come to Singapore via Submarine Communications cable.
It will be connected to the ISP.
From the ISP, internet connection is split into 2
Fibre optics and Broadband.
Fibre optics and Cable modem are transported differently, thus it will not affect each other.

All telco company is the same, I'm using Starhub mobile 21 mbps and it was slow like a snail during peak hours, 1800 ~ 2400hrs. The speed start to pick up during midnight and become superfast around 0300 ~ 0700 hr.
All telco company need to upgrade their facilities before we can surf our net properly.
I like to surf on my company internets. Superfast because the speed is 1 gbps.

No, still 3mbps.
An adsl line can carry up to 25mbps, but the ISP will cap it according to your subscribed speed.
Try using proxy
I am using 2mbps, so far so good, though got lagging...but most of the time it is fast.
