If you use your British passport to travel, you will lose your Singapore citizenship. I remember reading about this in a law book.
I am not too sure about expired passports.
IF you are required to give up one passport, give up Singapore passport. Its value drops so no point keeping it.
Call the UK Singapore Embassy. There's no immigration law expert here.

I am calling ICA in Changi airport regularly, on 6 numbers advertised on their website, but not one of them is picking up, hence my asking the question here. There is no need to reply if you have nothing of value to add, or are unable to understand the situation described.

if u use the expired pp...ica will investigate with the uk side as on how did u managed to reach sgp with tis expired pp...if ica found out the truth...u will be charged with falsification with an intented motive to deceive...maybe 5 yrs curry rice.

Perhaps I'm missing something obvious here, but... if your family member is a naturalized UK citizen and holds a valid UK passport, why not just travel to and from Singapore using the UK passport, and not even bring the expired Singapore passport into the picture? I highly doubt the ICA immigration officer at Changi Airport is going to cross-reference the name in the UK passport against a list of all Singaporeans with expired Singapore passports.

there will be a record at the customs.
can easily trace date, history if any discrepencies happen.
eg. he's probably back for some personal admin that will require the presentation of the pink ic
