Liverpool want a decision from off contract Chelsea winger Joe Cole this week.
The Sun says the England star has been offered £90,000 per week for three years - over £13million in total.
But Cole, 28, has yet to agree and Liverpool fear Tottenham or Arsenal could improve their bids.
Liverpool are in advanced talks with Cole's agent and want the former Chelsea midfielder to seal the move quickly.
But Cole, available on a free transfer, is keen to play in the Champions League.
Instead Liverpool hope to lure him with the promise of first-team football and a run in the Europa League.

Liverpool are believed to be attempting to attract Joe Cole to the club with a contract offer that would see the player earn a staggering £90,000-a-week.
Cole has been the subject of transfer rumours throughout the summer as it was announced he would be allowed to leave Chelsea at the end of last season.
Arsenal and Tottenham Hotspur were believed to be the two clubs the England international would be choosing from, but the Guardian now reports the Reds are set to offer Cole a big-money deal to move to Merseyside.
Tottenham manager Harry Redknapp, who coached Cole at West Ham United, has been vocal in his admiration of the player, but it is thought his hopes of signing the playmaker are fading as Spurs instead target Manchester City forward Craig Bellamy.
Liverpool boss Roy Hodgson revealed on Saturday that he had had a 'brief chat' with Cole, but no official transfer talks had been opened.
