It is not proper, nor appropriate, for Government agencies to give legal advice on which scheme is legal and which is not, as this would circumscribe the Government's effectiveness in enforcing regulation against fraudulent schemes that may evolve over time.

Case chief Seah Seng Choon said that year to date, Case has received 128 instances of feedback and enquiries on MLMs, compared with 68 last year and 36 in 2007. Most instances relate to companies' failure to honour the terms of agreements or verbal promises. 'There is a thin line between MLM on one hand and pyramid selling on the other,' said Mr Seah.
