I don't remember any jobscope other than MSD and RIAS requiring anyone to observe the Internet.
There are jobs that do require their staff to use the Internet and most employers respect the benefit of doubt for the employees who are abusing their surfing rights.
Usually, the mutual agreement between the employers and employees are that employees are not to neglect their duties due to excessive surfing and it differs from companies to companies.
In my previous workplace, it is understood and mutually agreed that we are allowed to surf as long as we have performed our duties and can be responsive to changes.
However, the employer still has the right to insist on proper work behavior regarding surfing that was not agreed on paper.
